Everything a water-cooled chiller does depends on the tower rejecting heat properly. When fill scales up, drift eliminators clog, or a gearbox starts to fail, condenser water temperature climbs and the chiller has to work harder for the same tonnage. That shows up as higher approach temperatures, higher energy cost, and eventually as high-head faults that get blamed on the chiller.
